Welcome to the Devon Citizens Portal

The Citizens Portal allows parents/carers of children, to make applications for school places (including in-year admissions), two year old funding and free school meals.

In Year Admissions.***
Covid 19 UPDATE There have been no restrictions set by central government on applications for in-year admissions. We are asking parents to consider carefully whether to make an application to transfer schools at this time. Except for vulnerable and critical worker children, there will be no new admissions to a new school until schools reopen. Where schools are providing work for their pupils, it may be better for your child to continue with existing links to school rather than expect a new school to take on the responsibility of setting work for your child. As this is done remotely, it is very likely that there would be no impact on provision if you move home. During this period, please consider the following:

•    Avoid or delay making an in-year admissions application if you can. Allow your child to continue with their existing provision (at home or in school for vulnerable and critical worker children) particularly if there is no house move.

•    If you do want your child to transfer schools, you can still apply.

•    Where an application is dealt with, places may be offered without an expectation of a specific start date. In effect, they may be reserved at a new school for when normal circumstances return. In-year offers will be set for the summer half term initially, then for the beginning of term in September as necessary. If schools reopen between then, we will be advising parents about how to make contact with schools.

•    During this period, vulnerable and critical worker children who are offered places at a new school will be able to physically attend as soon as possible.

•    So that children are not unfairly disadvantaged, any applications we receive will continue to be dealt with in date order.

•    In order to help us to identify vulnerable and critical worker children, we will ask some additional questions on the application form. They will not affect whether a place is offered or refused but will affect whether your child can be accommodated on site at school now or have a place reserved at the school for when schools reopen and normal education resumes.

You can only apply for schools in Devon County Council's area. You cannot use this system to apply for in year transfers to schools in another authority or for the following schools:

  • Bideford College
  • Brayford Academy
  • High Bickington Primary Academy
  • Pilton Bluecoat Church of England Academy
  • Sparkwell All Saints Primary School
  • Umberleigh Primary Academy
  • Witheridge Primary Academy

You will need to contact these schools directly for an in year transfer.

Please remember that you should only complete an application for a school place if you have parental responsibility.

To begin Click on REGISTER, (if you have already registered on this system previously, you do not have to register again, just log in). It is important that you remember your log on information and security question. After registering you will receive an email, you will need to click on the link in the email to activate your account.

Once you have logged in, you will need to follow the prompts.
